If I'm in someone else's kitchen and need a fork I open the drawer that looks like it should be the silverware drawer. Sometimes I'm right, sometimes I look through a few more. The occupants of the a house can pretty much get used to any arrangement, and most arrangements will differ little in efficiency, so laying out items in a way that's natural to visitors and guests seems best here. While I could just put the silverware where I think the silverware should go, it seems like better would be to invite a lot of people over and ask them in turn where their first impulse is to look for silverware, cups, plates, etc.
